What's Goodell's motivation for how he's handled Brady appeal?

It was somewhat surprising NFL Commissioner Roger Goodell upheld Tom Brady's four-game suspension following the Patriots quarterback's appeal.

Now, the two are set to meet in court. What was Goodell's motivation for handling the appeal the way he did?

"We had so long to process it I had every eventuality covered," Tom E. Curran said on Sports Sunday. "At one point I said it too hard for Roger Goodell to walk this back. He tethered himself to Ted Wells, they sent so much money, and he does have the opportunity to look like the law and order guy and save face and integrity of the game. I’m not surprised in hindsight. I figured the possibility of saying it’s just too hard to break it back and say you know what, we still think they did it."
