Should commissioners have right to punish teams that sit players?

Last night, Spurs coach Gregg Popovich elected to not play Tim Duncan, Tony Parker, Manu Ginobili, and Danny Green against the Heat in Miami. The Spurs gave the Heat a run still, but ultimately fell short in the final minute.

The game was a nationally televised game, and obviously circled on a lot of people's calendars.

That said, the Spurs have been on multiple road trips to start the season, and Popovich would rather not burn out his older players this soon into the season.

That didn't sit well with NBA commissioner David Stern, who said there would be sanctions against the Spurs for doing what they did.

But is that really fair? Sure, the Spurs weren't injured, but should a commissioner have a say in how a coach runs his team?
